This preparatory study for the well-known painting The Council, also known as The Village Politicians, was painted in 1916 and exhibited at the Royal Academy.

The study has considerable documentary significance as it shows, from left to right, S J Lamorna Birch with Joe Ladnor, a fisherman, Robert Matthews, a shopkeeper, Robert Morson Hughes, a painter, and Nick Jory, the landlord of The Wink public house at Larmorna, an important meeting place for the Lamorna artists.
