John Hay, 1st Marquess of Tweeddale (1626-1697) can be considered as one of the great moderate leaders of the restoration period.

He was a supporter of the revolution of 1688 and appointed Chancellor of Scotland in 1692. As High Commissioner he ordered the inquiry into the Glencoe massacre of 1695.
