The main subjects in the painting are the three fishing luggers, all of which are trawlers. The warships in the distance are both at anchor in the Downs, the famous anchorage between the Kent coast and the Goodwins. There is also a typical 'squall-coming-on' effect to the left - rainy darkening of the sky and the sea surface flecked up by rain and wind.
